The Contra Coast Clean Water Program consists of Contra Costa Country, all 19 cities and towns within the county and the Contra Costa County Flood Control and Water Conservation District. Clean water is an important natural resource to all types of life and the environment, as members of the Clean Water Program we are keepers/protectors of the watershed and are governed by the City’s NPDES (National Pollutant Discharge Elimination System) permit. The NPDES permit limits and controls the types and amounts of pollutants entering our waterways to keep them safe and clean.
Each year harmful and dangerous pollutants, bacteria, and trash are carried through our neighborhoods and enter local creeks and the Delta. New State and Federal clean water standards may require local communities to pay large fines if these water systems are not cleaned up. For this reason the Contra Coast Clean Water Program is proposing the 2012 Community Clean Water Initiative to improve local water quality and protect our communities. This initiative mandates that funds raised in each community can only be spent in that same community for local clean water and pollution control services and projects.
The proposed Clean Water fee is based on the cost of clean water and pollution control services and facilities needed to improve water quality and comply with federal and state mandates. This will be an annual fee that will expire after 10 years and can not be increased more than the consumer price index or 2% (whichever is less). The specific fee for your property is based on the average impervious surface (surfaces not permeable by water such as driveways, pavement, and buildings) for properties of different types and sizes.
